Results of the Geneva Citizen Survey

Last fall, the City conducted its first citizen survey in order to obtain citizen input on a variety of services and programs. The survey was sent to 400 residential households, randomly selected by using the City’s utility billing system. The primary objective in conducting the survey was to obtain input from Geneva residents relative to how important they perceive certain services and programs to be and to understand their level of satisfaction with them.

Response to the Survey is indicative of the high level of citizen involvement in the community. The survey resulted in phenomenal response rate of fifty-five percent (55%)!

Overall, Geneva citizens are very interested in most City services and programs. Furthermore, respondents appear to be generally satisfied with the delivery of those services and programs.

Citizens responded with very positive evaluations for the City as their place of residence. More than sixty eight percent (68.5%) described Geneva as an "excellent" place to live. Such sentiments are also clearly expressed in the comments submitted by the public. Nearly ninety percent (89.9%) of the citizens stated that their overall impression of services offered by the City was either excellent or good. Approximately seventy percent (69.9%) felt that they are getting their money’s worth for their tax dollar, and almost eighty percent (77.8%) indicated that the statement, "Increase services and raise taxes" was closest to their view. More than forty six percent (46.3%) of the respondents scored the effectiveness of the Mayor and City Council as either excellent or good. Although nearly sixty five percent (64.8%) of the respondents have Internet access from their homes, only slightly over twenty percent (20.8%) have visited the City’s website. Most of the respondents were male (58.3%), most live in two-person households (38.9%), and over forty percent (40.7%) have a Bachelor’s Degree. The average time respondents have lived in Geneva, as indicated by the survey, is thirteen (13) years.

Information obtained from the 1999 Citizen Survey is a useful tool that officials will use to measure the performance of existing services and programs, as well as a needs-assessment instrument. By combining the ratings, relative to importance and satisfaction for services/programs, a valuable resource is available for City officials to utilize in the formulation of policies that may improve the delivery of quality public services and programs to the citizens of Geneva.
