Mission Statement
To formulate, maintain and implement City plans, policies, codes, and ordinances that provide for orderly development; promote the public health, safety, morals, and general welfare of citizens; protect property values and preserve the City’s unique historic character.

Responsibilities

The Planning Division serves residents, business owners, and developers within the City by managing land-use entitlements for proposed residential and commercial projects, including projects which require review by the Plan Commission and/or Historic Preservation Commission. The Historic Preservation Commission reviews any project, including building permit applications, which involves exterior alterations to buildings located in the Historic District.

Projects
The Plan Commission reviews the following types of projects:
  • Amendments to the Comprehensive Plan
  • Annexations and Annexation Agreements
  • Planned Unit Developments
  • Plats of Subdivision
  • Site Plan Reviews
  • Special Use Permits
  • Zoning Map Amendments
  • Zoning Ordinance Text Amendments

Division staff may prepare and recommend conditions of approval for projects considered by the Plan Commission or Historic Preservation Commission. For all such projects, staff is responsible for preparing a report and recommendation. Such reports are available for public inspection and are presented at the Plan Commission or Historic Preservation Commission meeting or public hearing, as the case may be.

Long-Range Planning
The Planning Division coordinates long-range planning and administers the City Zoning Ordinance and Subdivision Regulations relative to development, within the context of the City's Comprehensive Plan. Division staff cannot give legal advice on how citizens should proceed under the requirements of the Zoning Ordinance and Subdivision Regulations. The staff is, however, committed to assisting citizens with a better understanding of the Zoning Ordinance and Subdivision Regulations and to providing a formalized process for initiating lawful changes in land-use.

The Planning Division is responsible for preparing plans and regulatory tools that guide future growth, enhancement, and preservation of the Geneva community. It is the goal of the Planning Division to do so with as much public participation as possible. Division staff strives to provide timely, responsive and helpful service to all members of the public and to include the public in efforts to promote innovative development that effectively accommodates a balance of housing, employment, and service opportunities.
