1999-2000: Watershed Management Demonstration
At this time, the project scale was increased to about 750 acres. This was aided by the addition of low cost land acquisition from surplus Department of Corrections land.
The project now had the potential to more than double the stormwater storage capacity of the site. Under this plan, the preserve could control runoff from 18 percent of the Upper Mill Creek Watershed.

The expanded stormwater management aspects of the project were not advanced because further study revealed that a large scale stormwater management facility was not necessary in the watershed. This led to lack of support for construction of a major demonstration project.
