Right-Of-Way Permit Application

Complete a permit application for all projects that affect the right-of-way (ROW). Your application will usually require additional documentation, which is detailed in our ROW requirements. The City recommends electronic submittal for all applications, but you may submit physical copies to the Geneva Public Works Department, 1800 South St. Electronic pdf copies should be submitted via thumb drive or emailed to the Public Works Engineering Division.

As of April 2021, the City revised its ROW permit bond amounts and filing period. Previously all ROW bonds were required to be specific to a project performed in the ROW, ranging from $10,000 to $50,000. The City has reduced this bond requirement to range from $10,000 to $20,000 for typical work but still reserves the right to require an additional bond for large-scale projects at the discretion of the Public Works director. Additionally, the City is now allowing bonds to apply to all projects worked on in the ROW for a period of two years.

What is the Right of Way?

The right-of-way is land reserved for the installation and maintenance of public utilities and public ways. Typically this includes the roadway, parkway, sidewalk, and a small strip of land behind the sidewalk, often 1 foot in width.

Permit Fees

Right-of-way permit fees are $100. Fees are waived if work is being completed under a permit issued by the City's Building Division.

Inspections

To schedule an inspection, contact the Engineering Division at 630-232-1501 between 7 a.m. and 3:30 p.m. Monday to Friday. Please call at least one day in advance for residential inspections. Commercial inspections may require more time.

The inspections that will be required for your project will vary based on the type of construction:

  • Utility connections and disconnections require an inspection while each piping type is exposed.
  • Concrete driveways and sidewalks require an inspection after the base is installed but before concrete is poured.
  • For other types of work, please contact the Engineering Division.

Oversized/Overweight Vehicle Permit Application

Unless marked otherwise, all City streets prohibit traffic with a vehicle weight of over six tons without a permit.

All applications for Oversized/Overweight permits can be made online via Oxcart.

Once an application is submitted via Oxcart, Geneva City staff will be able to review the application. When approved, the permit can be downloaded from Oxcart, and a copy should be kept with the driver. Please note permits will not be issued on weekends or City holidays.

The City of Geneva offers two permit options:

  • Single trip permit - valid for seven days and costs $50
  • Round trip permit - valid for 14 days and costs $80
