To formulate, maintain and implement City plans, policies, codes, and ordinances that provide for orderly development; promote the public health, safety, morals, and general welfare of citizens; protect property values and preserve the City’s unique historic character.
The Planning Division serves residents, business owners, and developers within the City by managing land-use entitlements for proposed residential and commercial projects, including projects which require review by the Planning and Zoning Commission and/or Historic Preservation Commission. The Historic Preservation Commission reviews any project, including building permit applications, which involves exterior alterations to buildings located in the Historic District.
The Planning and Zoning Commission reviews the following types of projects:

|Plats of subdivision||Zoning ordinance text amendments|
City staff may prepare and recommend conditions of approval for projects considered by the Planning and Zoning Commission or Historic Preservation Commission. For all such projects, staff is responsible for preparing a report and recommendation. Such reports are available for public inspection and are presented at the Planning and Zoning Commission or Historic Preservation Commission meeting or public hearing, as the case may be.
The Planning Division is responsible for preparing plans and regulatory tools that guide future growth, enhancement, and preservation of the Geneva community. It is the goal of the Planning Division to do so with as much public participation as possible. City staff strives to provide timely, responsive and helpful service to all members of the public and to include the community in efforts to promote innovative development that effectively accommodates a balance of housing, employment and service opportunities.
