East State Street Reconstruction

The Illinois Department of Transportation plans to rebuild East State Street (Route 38) from Glengarry Drive to the Fox River. The multi-year project encompasses roadway widening, streetscape enhancements, bike lanes, traffic signal upgrades, new street lighting, and water main/storm drainage infrastructure improvements.

Before work can commence on the East State Street reconstruction project, several utility companies are relocating underground infrastructure.

Jan. 16 Update

Looking ahead to the week of Jan. 19, Archon (AT&T) crews will continue to work in an eastbound lane of State Street from Crissey Avenue to Kane Street. The closure will remain in place overnight.

NPL (Nicor) will continue installing a steel gas main at the Glengarry Drive intersection, which will require daily lane reductions limiting traffic to one lane in each direction for the next two weeks. Flaggers will be present as needed on any given day. Motorists should expect congestion at this intersection and should use caution while traveling through the work zone. Additionally, NPL crews will be wrapping up work near Kirk Road. The final project location will be a daily westbound closure on Route 38 from Woodlawn Street to Route 25. Nicor will pick up traffic control at the end of each workday.

AXS Points (Comcast) began its utility relocations, which will continue next week near Woodlawn and State streets. No lane closures are anticipated at this time.

HomeTowne Electric (a State subcontractor) has installed electric poles for temporary traffic signals along State Street.

All construction activity is weather-dependent and subject to change.

Zipper Merge

Motorists should expect delays and may want to consider alternate routes. Drivers should use caution when driving through the work zone and allow extra time to reach their destination. Geneva Police are encouraging drivers to use the zipper merge system to help alleviate significant backups that are occurring along the state highway.

The full East State Street reconstruction project is now tentatively expected to start in spring 2026 and be completed in late 2027, with punch list items to be finished the following year. The timeline is dependent on how quickly the utility relocations are resolved.

The public can subscribe to road construction updates via Notify Me on the City’s website. The City will provide updates when information is made available by IDOT or the utility companies.
