East State Street - March 6 Utility Project Update

The Illinois Department of Transportation plans to rebuild East State Street (Route 38) from Glengarry Drive to the Fox River. The multi-year project encompasses roadway widening, streetscape enhancements, bike lanes, traffic signal upgrades, new street lighting, and water main/storm drainage infrastructure improvements.

Before work can commence on the East State Street reconstruction project, several utility companies are relocating underground infrastructure.

March 6 Update

Archon (AT&T) crews will adjust their work zone from Kane to Kansas streets the week of March 9, which will require an eastbound lane to be shut down. The closure will remain in place overnight.

NPL (Nicor) has been performing miscellaneous natural gas service work throughout the East State Street corridor, which may reduce traffic to one lane in each direction at any given point. Traffic control will be picked up at the end of each workday. The City is expecting Nicor to wrap up its utility relocation work by mid-March.

HomeTowne Electric (a State subcontractor) has completed their temporary signal work and is scheduled to turn on those new signals Tuesday or Wednesday, March 10-11. The existing traffic signals will be removed from State Street the same day, and any remaining appurtenances will be taken down later in the week. Motorists should expect temporary lane closures at these intersections throughout the week.

All construction activity is weather-dependent and subject to change.

The full East State Street reconstruction project is now tentatively expected to start in spring 2026 and be completed in late 2027, with punch list items to be finished the following year. The timeline is dependent on how quickly the utility relocations are resolved.
