East State Street Reconstruction - Feb. 13 Update

Road Construction Posted on February 13, 2026 | Last Updated on February 13, 2026

The Illinois Department of Transportation plans to rebuild East State Street (Route 38) from Glengarry Drive to the Fox River. The multi-year project encompasses roadway widening, streetscape enhancements, bike lanes, traffic signal upgrades, new street lighting, and water main/storm drainage infrastructure improvements.

Before work can commence on the East State Street reconstruction project, several utility companies are relocating underground infrastructure.

Feb. 13 Update

Archon (AT&T) completed duct adjustments on the south side of State Street this week. Crews will be working from Kane to Nebraska streets the week of Feb. 16, which will require an eastbound lane to be shut down. The closure will remain in place overnight.

NPL (Nicor) will continue gas service work on the south side of State Street from Route 25 to Kansas Street. A second crew will be working in an eastbound lane from East Side to Glengarry drives as the new natural gas main undergoes testing. Both work sites may necessitate sporadic traffic lane closures, which, if implemented, would be picked up at the end of each workday.

Dynasty Utility Services (Comcast) will continue to work in the parkway near Simpson Street. No major traffic disruptions are expected. This project is expected to be completed by mid to late February.

HomeTowne Electric (a State subcontractor) will continue temporary traffic signal work that may require some intermittent lane closures at Route 25, East Side Drive, and Glengarry Drive.

All construction activity is weather-dependent and subject to change.

Zipper Merge

Motorists should expect delays and may want to consider alternate routes. Drivers should use caution when driving through the work zone and allow extra time to reach their destination. Geneva Police are encouraging drivers to use the zipper merge system to help alleviate significant backups that are occurring along the state highway.

The full East State Street reconstruction project is now tentatively expected to start in spring 2026 and be completed in late 2027, with punch list items to be finished the following year. The timeline is dependent on how quickly the utility relocations are resolved.
