The East State Street Tax Increment Financing District (TIF No. 2) encompasses 24 acres east of the Fox River, north and south of State Street (Route 38).

TIF No. 2 was created in 2000 to further private and public investment along East State Street as detailed in the East State Street Tax Increment Financing Redevelopment Project Plan. The equalized assessed value of the redevelopment project area has significantly increased due to the completion of new construction, redevelopment, and new businesses including ALDI, Munchie P's, Dairy Queen, Valley Animal Hospital, CVS Pharmacy, Riganto Old World Grill, Country Village Meats, Bad Guy Bagels, and Isaac's Upholstery and Furniture Solutions.  

With the support of all the impacted taxing districts, Public Act 103-0575 of the Illinois General Assembly extended the expiration date for the district and the City adopted Amendment No. 1 to the Redevelopment Project Plan in 2024. The East State Street Tax Increment Financing District will continue to help fund the East State Street reconstruction project and continue to incentivize developers and businesses seeking to invest and operate in the project area.
