East State Street Reconstruction - March 13 Update
The Illinois Department of Transportation plans to officially start the East State Street (Route 38) reconstruction project in late March, weather permitting. Please read the City's March 12 news release for details.The project will rebuild the state highway from Glengarry Drive to the Fox River. The multi-year project encompasses roadway widening, streetscape enhancements, bike lanes, traffic signal upgrades, new street lighting, and water main/storm drainage infrastructure improvements.
Here is the latest utility work planned for East State Street.
March 13 Update
Archon (AT&T) crews will continue working from Kane to Kansas streets the week of March 16, which will require an eastbound lane to be shut down. The closure will remain in place overnight.NPL (Nicor) will have a small eastbound lane closure over the weekend between Sandholm and Simpson streets. The lane reduction will remain in place until work resumes on Monday, March 16. In addition, crews will be wrapping up their project and abandoning existing natural gas mains during the week, which may generate daily lane closures in either direction. Traffic control will be picked up at the end of each workday. The City is expecting Nicor to wrap up its utility relocation work in March.HomeTowne Electric (a State subcontractor) turned on the temporary traffic signals this past week and will be back next week to address punch list items the week of March 16. Temporary lane closures may be required at the Route 25, East Side Drive, and Glengarry Drive intersections throughout the week.All construction activity is weather-dependent and subject to change.

The full East State Street reconstruction project is now expected to start in late March 2026 and be completed in late 2027, with punch list items to be finished the following year.The public can subscribe to road construction updates via Notify Me on the City’s website.
